1. I have a question for you. Why are you still playing 2K3? My answer for you is to go out by a Xbox360, PS3, Gamecube or something and UPGRADE! to 2K6 or 2K7 then you will find the college players on the NBA 2K6/2K7
2. Collegians, as amateur atheletes, can't get paid for their involvement in a video game, so as a result the players are things like PG#3. I don't think they can technically use their likeness or even real number either. Always a problem with the college games. You can manually enter roster info, but that is tedious. Look at the cover of all the college games. It's always an athlete from the previous year who is now a pro. That's why.
